A Puzzling Situation

It's near the end of a three-player game and things are looking grimóboth of your opponents have 13 more victory points than you and a loaded Silver smelter (but no other loaded production buildings). All is not lost though as you're the Governor and have a single card in your hand whereas your opponents do not have any cards at all.

Describe your holdings and actions such that you can guarantee victory. You may not make any assumptions about your opponents' holdings other than what has already been stated.


(This puzzle was based on an earlier one posted on the BoardGameGeek. I've been unable to find the original post to give proper credit however.)
